DESCRIPTION

This proposed action would authorize UCLA to use $6.5 million, in gift funds, for preliminary
plans for the Pauley Pavilion Renovation and Expansion project. The project involves a
50,000 - 57,000 gsf expansion and renovation of the 180,000 gsf existing facility to provide
program and infrastructure improvements. Approval of this action item would allow the campus
to engage an executive architect to refine the project scope, produce materials to aid the ongoing
fundraising effort, develop cost estimates and a comprehensive financial plan, and complete
schematic design.

Background

Pauley Pavilion is a 12,780-seat multi-purpose arena constructed in 1965. It accommodates
UCLA's basketball, gymnastics, and volleyball programs, and has served as the home court for
38 NCAA championship teams. The venue is also used for concerts, ceremonies, and events.
Pauley is managed by the Department of Cultural and Recreational Affairs (CRA) and supports
the multi-use athletic and recreational programs of both the Department of Intercollegiate
Athletics and CRA. The facility currently has a UC seismic rating of "Fair."

Little has been done to modernize or upgrade the facility since it was originally constructed.
Locker rooms and related team support facilities are inadequate to support the needs of
contemporary athletic and recreational programs; there is no multi-purpose reception space for
pre- and post-game events; the aged seating needs to be replaced; circulation is awkward; public
restrooms are inadequate; and there is limited concession and merchandising space due to the
lack of an enclosed perimeter concourse. In addition, building systems are at the end of their
useful life, the fire alarm system is obsolete, and additional fire sprinklers and disabled access
seating is required.

A renovation and expansion of Pauley is needed to enhance the spectator experience, to renew
aged building systems, and provide life safety and accessibility improvements throughout the
facility.

Project Description

The proposed project involves a 50,000 - 57,000 gsf expansion and renovation of the existing
180,000 gsf Pauley Pavilion. The expanded space would include a below-grade addition at the
north side of the structure to accommodate new basketball locker rooms, sports medicine, media,
equipment storage space, and a new multi-purpose reception and meeting facility; and an
enclosed concourse at the perimeter of the building with new lobby, restroom, and concession
space.

The proposed renovation scope of work would involve: reconfiguration of the spectator seating
to improve sight lines, access and circulation; replacement of the seating; reorganization of
interior space to provide modern and code-compliant facilities including auxiliary locker rooms ,
concession stands, a team store, and public restrooms; installation of video-replay systems;
upgrades to sound and lighting systems; and upgrades to interior and exterior finishes. The
proposed project's scope would also: upgrade and replace mechanical, electrical, and plumbing
systems; upgrade the structure to comply with new code requirements for assembly occupancies;
and provide accessibility improvements throughout the facility.

Seating is anticipated to increase from 12,780 to approximately 14,000 as a result of the
proposed work. In addition, the UC seismic rating would be upgraded from "Fair" to "Good."

Policy on Sustainable Practices

This project will comply with the University of California Policy On Sustainable Practices. As
required by this policy, the project will adopt the principles of energy efficiency and
sustainability to the fullest extent possible, consistent with budgetary constraints and regulatory
and programmatic requirements. Specific information regarding energy efficiency and
sustainability will be provided when the project is presented for design approval.

CEQA Classification

Pursuant to the California Environmental Quality Act (CEQA) and the University Procedures for=C 2
implementation of CEQA, the campus would prepare an Initial Study to determine whether an
Environmental Impact Report would be required and will at the end of CEQA process determine
whether to approve the project.

Funding Plan

The total cost to develop preliminary plans is $6.5 million to be funded by gift funds. Additional
information on preliminary plans cost may be found in Attachment 1.

In March 2007, the Office of the President approved a gift campaign in the amount of
$100 million to fund the project. As of October 2008, the gift campaign status is as follows:

Gifts received $ 2,271,000
Pledges received $ 5,260,000
Pledges to be confirmed $24,500,000
Gifts to be raised $67,969,000
Total $100,000,000

The total project cost is estimated to be approximately $175 million to $ 185 million. The
difference between the total project cost and the gift campaign would come from a combination
of external financing supported by operational revenues, one-time gifts associated with seat
acquisition in the renovated arena, and other campus resources. In compliance with Regents'
policy, all funds necessary to complete construction will be in hand prior to issuing the project
for bid.

Future Regental Actions

Following the conclusion of the preliminary design phase, the campus would return to the
Regents to request an amendment of the Budget for Capital Improvements and the Capital
Improvement Program for the total project cost, approval of a financial plan and project
financing, and design approval.

My dad is a die hard UCLA fan and has been a donor for 20 years. He will literally go see UCLA play a crap team and drive from Las Vegas to Pauley for 4 hours to Pauley and then back. He has great center floor seats and with this new renovation they are now going to charge him 200,000 dollars for season tickets. This is god damn outrageous and no one can afford it. They will probably knowing UCLA will give there tickets to Companys and then the companys will use those tickets to get employers who are not even fans of UCLA. We have been going to games since I was a baby and now this happens. All you will do is bring the old crowds who tell you sit down and need fricking diapers. Dohn You need to bring this up for a topic PLEASE.
