So the city hired a communications consultant to advise its strategy and message for the UUT emergency/special-election, and even posted a slick "Frequently Asked Questions" PDF on the city home page.

That material was created under the $45,000 "voter information" portion of the anticipated $432,000 special election cost -- to be paid for from the $7 million set aside for Utility User Tax contingencies.

Some time between Monday and today, the links to that content was removed from the "Hot Topics" on the city homepage -- here's the FAQ.

1) People have not paid UUT on cable since 1969 because there was no cable then. 2) How many people recieved exemptions? 3) Says it will "absolutely not" create a new UUT when the change will extend the UUT to services not currently covered. 4) If the City of Pasadena has a "well-earned reputation for effective fiscal planning and budgeting" then why would a loss of 5% of the General Fund revenue cause an "imminent emergency"?

It's impossible not to be suspicious now that they (The City Council) have expended so much energy and thought into how the ordinance will be worded.

There is NEW tax as the point of the "modern" definitions is to add things that cannot be taxed under the "old definitions." Such as internet access and internet movies. There is no reason to change the definitions of what is taxed to just continue the tax. Updated means new tax.
