You are right, and your colleague Hutchinson wrong on this one: Mirthala knew what she was doing, and had a long history of doing it. Besides Padilla and Nunez, as Sandra (below, Hutchinson comments) notes, there was widespread knowledge of her and some Persian Doctor and co-worker, whose marriages/engagements she broke up.

But what concerns me, is if there is truth to Sandra's claim that "everyone" knows about her affair with a Senator, too; that would be another likely case of conflict of interest.

However, since Telemundo knew of the affair when she reported on the Mayor's divorce -- in fact, knew of the conflict for some time -- they are also to blame.
