California congressional redistricting proposal
Wondering how Congressional districts in California might look after reapportionment in 2012? Cali_girl_in_Texas on the www.calitics.com site has posted one proposal that gives us some ideas.
Her plan put Whittier into one district. It's the 39th Congressional District that is now represented by Rep. Linda Sanchez, D-Lakewood. Otherwise, Sanchez's district wouldn't change much.
The 38th Congressional District, now represented by Rep. Grace Napolitano, D-Norwalk, would lose Pomona but would get Downey. The district also would pick up Republican La Habra Heights.
The 42nd Congressional District, now represented by Rep. Gary Miller, R-Diamond Bar, would lose La Habra Heights and its portion of Whittier. It would pick up Pomona.

I did find an error, as she claims to have kept the members' home cities in their respective districts; however, in CD 42, Gary Miller's district, his home city of Diamond Bar is removed from the redrawn district.
I do think that Napolitano's district will shrink in the 2011 redistricting. The author's vision of CD 27 might be a stretch, but with oddly-configured districts that passed muster in 2001, maybe she's on to something.
I doubt when all is said and done that it will resemble this mosaic. It really depends on how many members of the Legislature--facing re-elections in districts drawn by an independent body--will be seeking a congressional seat in 2012 as an escape hatch.
